(also maybe yes he is slightly attractive not that I would know anything about men being attractive no sir ._.)

I can see you've changed a lot of stuff about him, too! Revamping characters is really fun when done in moderation, I must admit x)
As a whole I think Pestilence looks a lot more like... Well, Pestilence than the previous version. This design has a lot more interesting
aspects to it, such as the missing lower jaw and the demonic(?) hand.
First off, I can see your sense of anatomy has improved. Pestilence now has a body that is quite intimidating and closer to the proportions
of an adult rather than a simplified chibi-esque proportions that he used to have. That little change alone brings a lot more intimidating
factors into his design, because the viewer is much more likely to take an adult more seriously than a chibi, since chibies do (like their
namesake) play on the factor of being small, cute and delicate. Naturally a horseman of the apocalypse would benefit more from the former
than the latter. The main change here seemingly is the size of the head in relation to the rest of the body which makes him a lot more mature-
looking, yet again because he resembles an adult.
Secondly, I like how you've changed his features a lot. The jaw-thingies from the previous design are gone and with that, the missing lower
jaw becomes a lot more clear and simplified which in turn works well to bring it forth as a feature. I'm liking the idea of the missing jaw
because it makes me think of a sort-of effect that made his jaw rot off, living more and more to the name of Pestilence. Despite this never
being mentioned in the original version of the horsemen, it wasn't made clear how they looked but there were kind of hints of them being
personifications of their domains (which were also not stated directly, apart from Death). I always like to play with the personification aspect,
and the missing jaw here with Pestilence really works that angle into it. The demonic arm also serves that purpose well, especially because there
are a lot of human characteristics to Pestilence. The abruptly changing arm gives an uneasy, sort of supernatural feel to the character and drives
it through that he's not entirely human. If people didn't catch that from the missing jaw xD
Thirdly, I like what you've done with the design stylistically speaking. This time there's a lot of stylistic choices like the neatly ripped sleeves and
the symmetricality of the whole design. While it could be written off as me speculating about things, I really think it works its way into supporting
the general view of his personality and state of being. Pestilence is, after all, a very supernatural being by nature (no pun intended) and that
almost serene symmetrical design works its way into proving a point. With the arm, there's definately some mirroring being done here which
could be worked to reflect the dualistic nature of his character. It is an interesting concept, I must admit!

All in all, you've improved a ton! :3 Keep working on your sense of anatomy and style and you'll go places~
